Begin by either firing up your Office installation or downloading and running the SharePoint Designer installer bit is also available. When you get to the installation screen, choose Customize rather than Install Now.

Old machine windows 7, which I had successfully loaded the sharepoint windows manager and was using. Although more time consuming, I find it is always more reliable to just start with a clean install of the OS and all programs.
